Family and Children First Councils

Ohio Family and Children First (OFCF) was established in 1993 by Section 121.37 of the Ohio Revised Code. OFCF is a partnership of state and local government, communities and families that enhances the well-being of Ohio’s children and families by building community capacity, coordinating systems and services, and engaging and empowering families. 


Mahoning County Family and Children First Council

Mahoning County Family and Children First Council (MCFCFC) was established in October 1995. The mission of MCFCFC is to promote, maintain and facilitate community collaboration of multi system services to children and families of Mahoning County.


Advisory Committee and Governance Committee

MCFCFC Governance Committee is comprised of members as designated in ORC 121.37. Advisory Committee Membership is open to any person or organization in Mahoning County whose personal interest, public responsibilities or organizational mission is consistent with and supportive of the mission of the council.
 
 Executive authority to conduct business is vested in the Governance Committee that consists of members designated by law, namely,

  1. Directors of the County Mental Health and Recovery Board, County Children Services Board, County Department of Job and Family Services, County Health Commissioner, or the Commissioner’s designee, City Health Commissioner, or the Commissioner’s designee, Superintendent of the Mahoning County Board of Developmental Disabilities, Superintendent of the city, exempted village, or local school district with the largest number of pupils, school Superintendent representing all other school districts, representative of the municipal corporation with the largest population in the county, individual designated by the County Board of County Commissioners, representative of the regional office of the Department of Youth Services, representative of the County’s Head Start agencies, representative of the county’s Early Intervention Collaborative, representative of a local non-profit entity that funds, advocates or provides services to children and families, three individuals who are not employed by an agency represented on the MCFCFC and whose families are or have received services from an agency represented on the MCFCFC.
  2. Non-Mandated Governance Committee members include the Director of Area Agency on Aging, or designee; Director of 211, or designee; a representative of the Mahoning County Juvenile Court; A representative of the largest city school district, if they are not already a member under Article IV (A) (vii).
