Lowellville Road Bridge #15 Replacement Project in the City of Struthers, Mahoning County

The Mahoning County Engineer proposes the replacement of the Lowellville Road Bridge #15, over Hines Run, in the city of Struthers. The existing structure is a two-span steel beam bridge built on stone and concrete abutment walls . The original structure was built in 1917 and then widened in 1935. The existing deteriorated/deficient structure cannot meet Ohio Legal Load limits. The proposed project consists of constructing a new pre-stressed concrete box beam superstructure on new abutments. The $1,020,000.00 project is scheduled to begin construction in the spring of 2019.
The project will be built using part-width construction and two-way traffic will be maintained throughout project construction utilizing a timed temporary traffic signal. Additionally, Signage, drums, and cones will be used to help guide motorist through the work zone. Construction and lane restriction information will be posted along Lowellville Road and on the Mahoning County Engineer's webpage, http://www.mahoningcountyoh.gov/764/More-lnformation, prior to the start of construction activities. Access shall be maintained to all adjacent properties at all times during construction.
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by ODOT pursuant to 23 U.S. C 327 and a Memorandum of Understanding dated December 11, 2015 executed by FHWA and ODOT. The proposed project will not impact any cultural resources, suspect regulated materials or result in any substantial impacts to ecological resources. The project will not result in substantial impacts to the environment either individually or cumulatively. In compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (codified as 36 CFR 800), the Mahoning County Engineer requests information regarding the presence of any known cultural resources in the vicinity of the project. Cultural resources include prehistoric and historic archaeological sites, historic bridges, historic buildings, sites and districts.
To ensure the proposed project is viable and successful, Mahoning County Engineer is seeking comments from the public about the social, environmental, and economic impacts of this proposed project. Environmental impacts include those involving archaeological, architectural and ecological resources, regulated materials and the general location of the project. Any comments you may have regarding the environmental and/or the proposed project may be submitted by November 10, 2017.
