Mahoning County Engineer Announces Western Reserve Road (CH 32) Roundabout Project in Poland and Springfield Townships, Mahoning County

The Mahoning County Engineer’s Office (MCEO) plans to improve the intersection of Western Reserve Road, N. Lima Road and Springfield Road in Poland and Springfield Townships, Mahoning County, Ohio. The existing intersection is composed of 5 legs controlled by stop signs in each direction. The existing 5-leg intersection leads to driver confusion and delayed stop times resulting in congestion during peak hours. The proposed project involves constructing a roundabout to improve intersection efficiency.
An open house public involvement meeting will be held on Thursday, December 14, 2017, from 5:00 pm to 7:00 pm at the New Life Christian Church located at 2250 E. Western Reserve Road, Poland, Ohio, 44514. You may arrive anytime between 5:00 pm and 7:00 pm.
The purpose of the upcoming public involvement meeting is to present and discuss the preferred alternative with the general public, residents, business and property owners and public officials and to solicit public comments regarding its social, economic and environmental impacts. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT. In compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (codified as 36 CFR 800), MCEO requests information regarding the presence of any known cultural resources in the vicinity of the project. Cultural resources include prehistoric and historic archaeological sites, historic bridges, historic buildings, sites and districts.
Mapping, environmental reports (regulated materials review, ecological survey, etc.), project plans, right-of-way plans and the Feasibility Study will be available for review. Throughout the open house, representatives of MCEO, ODOT District 4, and the project consultant (EMH&T) will be available to discuss the proposed improvements, maintenance of traffic, the right-of-way acquisition process and the proposed environmental impacts and address any questions and concerns. Persons attending the meeting who require special assistance or accommodations should contact the MCEO representative below by Monday, December 11, 2017, so arrangements can be made to accommodate any special need requirements. Anyone interested in this project is encouraged to attend.
Right-of-Way acquisition will begin in the spring of 2018. Construction plans will be completed in the winter of 2018. Construction is scheduled to begin in summer of 2019 at an estimated construction cost of $1,556,000.
