Dear Potential Stakeholder:
The Mahoning County Engineer, in cooperation with the Ohio Department of Transportation (ODOT), plans to improve 0.79 mile of CR 151 South Avenue from south of CR 102 Matthews Road to north of CR 239 Lake Park Road in Boardman, Ohio. The project proposes to improve CR 151 South Avenue by symmetrical widening and resurfacing, drainage improvements, curb and gutter replacement, driveway reconstruction, intersection reconfiguration Moyer Avenue, and traffic signal improvements. Symmetrical widening will provide a two-way left turn lane from north of Mathews Road to Lake Park Road, and a right turn only lane and a left turn only lane for southbound traffic at the Indianola Road intersection. The driveway at St. Luke's Church will be reconstructed as part of the project.
It is anticipated the proposed work along South Avenue will utilize part-width construction, so as to not restrict access to adjacent businesses or residences via full road closure. Detailed construction, lane restriction/closure information will be posted along the impacted routes and on the Mahoning County Engineer webpage, www .mahoningcountyoh.gov/188/Engineer, prior to the start of construction. Access will be maintained to all adjacent properties for the duration of the project.
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT.
An environmental document to assess potential environmental impacts resulting from the proposed project is currently being prepared. As part of the environmental process, the Mahoning County Engineer is seeking comments about the social, environmental, and economic impacts of this proposed project. Environmental impacts include those involving archeological, architectural and ecological resources, regulated materials, and the general location of the project. In compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (codified as 36 CFR 800), the Mahoning County Engineer requests information regarding the presence of any known cultural resources in the vicinity of the project. Cultural resources include prehistoric and historic archaeological sites, historic bridges, historic buildings, sites and districts.
