[ARCHIVED] Public Notice - Mahoning Avenue Industrial Corridor Project in North Jackson, Mahoning County, Ohio

PUBLIC NOTICE

The U.S. Department of Commerce, Economic Development Administration (EDA) is considering a request for Federal assistance from Mahoning County to construct the Mahoning Avenue Industrial Corridor Project in North Jackson, Mahoning County, Ohio for the purpose of upgrading Mahoning Avenue and reconstructing Rosemont Road.  Pursuant to the National Environmental Policy Act of 1969 and the National Historic Preservation Act of 1966, as amended, EDA is conducting an environmental assessment (EA) of the proposed project.

The work on Mahoning Avenue will include overlaying the 2.55 mile long corridor with two inches of a 12mm, Type 1 (448) PG 76-22M superpave asphalt, the four foot wide aggregate shoulders will be reconstruction to the grade of the new edge of pavement, all defective and/or nonstandard guardrail will be replaced, all pavement markings and signage will be upgraded to high visibility materials.   Additional work at the intersection of Mahoning Avenue and Bailey Road will include construction of aggregate shoulders, drainage improvements within the intersection, road widening on the southwest corner of South Bailey to more closely match the lane configuration on North Bailey, construction of a new ADA pedestrian crosswalk on South Bailey and the replacement of the existing traffic signal with new mast arm 12” LED traffic signals with radar detection. Additional work at the intersection of Mahoning Avenue and Rosemont Road will include drainage improvements with type 2 curb & gutter and intersection turning radii improvements. The Mahoning Avenue Bridge #23 (SFN #5048060) will be replaced with a precast four sided box culvert. Rosemont Road will be reconstructed and widened from Mahoning Avenue south approximately 0.52 miles.  The work will include underdrains, subbase construction, asphalt base, 12’ wide 12mm, Type 1 (448) PG 76-22M superpave asphalt lanes, concrete curb & gutter, storm drainage, guardrail, pavement markings and signage.  The remaining length (1.10 mi) to CR 160 Blott Road will receive a two inch asphalt surface overlay with ODOT 441, Type 1 (448), PG 64-22 asphalt.   The project will be located along CR 18 Mahoning Avenue between State Route 45 and CR 53 Duck Creek Road, and, along CR 67 Rosemont Road from Mahoning Avenue to CR 160 Blott Road.   The purpose of the project is to provide needed improvements to one of the most used industrial corridors in Mahoning County.  This corridor is critical to fleet and employee traffic for local companies within the corridor, all of which combine to employ approximately 2,459 people.   The proposed improvements will directly benefit all of the existing business operations while also providing a safer, and more manageable corridor for Mahoning County, Jackson Township and its residents.
